Rolling Fund Balance

I have the following table:

The issue is that balance is not correctly calcuating as it is taking my beg balance plus the quarter fund surplus deficeit and not accounting for a rolling total.  So for q2 it should really be 29.88 + 3m.  How can I write a formula that accounts for the rolling fund balance?  Right now It is just calcuating fund surplus: by 

 

Fund Surplus / (Deficit) =
CALCULATE([2021 Revenues:] +[2021 Expenses:])
 
2021 Revenues: =
CALCULATE( SUMX ('GL298I',[AMOUNT-3]), 'Calendar'[Year] = 2021, 'Account'[Main Type] = "Revenues") *-1
 
Balance: =
[Beginning Year Cash Balance] + [Fund Surplus / (Deficit)]
 
How can I get this balance to account for a rolling fund surplus and deficit in the balance formula.
