Rank based on two columns

Hi Experts,

I want to create Rank based on two columns. I have tried for creating Rank on single column, but for it is not working as expected.

In the attached file, If I have not includd Project ID in the visual, the rank is working fine, but I want to add Project ID and the Rank should consider RiskScore and ProjectID

you can try this measure to add project id

project id = MAXX(FILTER(Project,Project[ProjectKey]=MIN('Fact Risk'[ProjectKey])),[Project ID])
