RLS on Organizational Hierarchy

Hi,

We are trying to implement RLS on organizational hierarchy.

Let's take Hierarchy from 1 To 7 , 1 is Higher & 7 is Lower Level.

Main Table contains only last 3 level (5,6,7). 

User Table contains all hierarchy related data. (1,2,3,4,5,6,7). 

1. How can we map both the tables?
2. How to apply RLS?
3. 8 Employees should have all India level access. These can be from any level.

In your data, are there any subordinate relationships between different levels of employees? For example, in the first row of data, is the immediate supervisor of staff id 1 the employee with ID 10?

@amitchandak Tried but the issue is we are unable to map the data. Main Table have only lower level staff ids and id below(screenshot) have all the list of employees in the company. 
How it will filter main table data?
