Pulling distinct Value based on Matching Condition

How can we pull distinct column value from one table based on matcing condition from a another column like Date

@Anonymous - Well, there is LOOKUPVALUE or MAXX(FILTER(...)...). Might have to use DISTINCT but way to vague of a question to answer with any certainty.

2. Expected output from sample data
3. Explanation in words of how to get from 1. to 2.

I want to pick unique user name where date = 'latest'

 

The table has a username column and date columns which has old and latest values .I want to unique from the columns where date is latest .

@amitchandak  will this be creating a new table  ? I have pasted the sample data on the previous comments and the desired output. 

Please suggest
