a row divide all = MAX('Table'[A Grade Headcount])/(SUMX(ALL('Table'),'Table'[A Grade Headcount]))
Or a column.
Column = 'Table'[A Grade Headcount]/(SUM('Table'[A Grade Headcount]))
If I have misunderstood your meaning, please provide more details with the desired output and pbix file without privacy information.
