I am making a new formula field. The field name is correct however it is saying that my field name is not recognized. What did I do wrong?

Make sure you are creating a calculated column in the correct table.
The closing bracket of IF should be after "No" not after "unsubmitted"

I double checked an I am making it in the same table. And the workGroup field type is text. It is still showing the following

Yes, i think you are calculating a measure, so you should resume your column with some formula, maybe a SELECTEDVALUE before your name column would work.
If you create a calculated column you should not have problem, if you are calculating a measure you should try maybe:
IF(SELECTEDVALUE(Nametable[Nmaecolumn]) = X, Option1, Option2)
