How can I create a column that return outstanding values for only values =1? or how can I write a DAX function to devide the outstanding values for all (1's) and the total outstadning? something like this....outstanding value for (1's)/total outstanding value.

You can try the following DAX expression by creating a measure:
CalcMeasure = DIVIDE(
CALCULATE(SUM(tablename[Outstanding_Balance]), tablename[30+_or_not] = 1), SUM(tablename[Outstanding_Balance]), 0
)
Replace tablename in above expression with your table name and also check column names.
