Need Help with Variance %

I have 4 Cards as follows, but the last card (measure) is not calculating correctly...

Assmt Budget $k

Assmt Forecast $k

Assmt Variance $k              

Created this measure:  Asst Variance $k = SUM('ILI Budget' [Assmt Budget $]) - SUM ('ILI Budget' [ILI Assessments Forecast $k])

 

-6%

Assmt Variance %

Created this measure:  Assmt Variance % = DIVIDE([Assmt Variance $k], [ILI Team Forecast $k)

This should be returning a value of 15% ( 1,876/12,500) not 6%.  What am I doing wrong?
