Need Help: Average the % gas fills by each Department.

Hello.

I am trying to calculate an average fill percentage for each area for gas deliveries.  I cannot seem to find a solution to this anywhere.  I would appreciate any guidance on this.  Screenshot below. Thank you!!

Hi everyone.

I am trying to calculate an average fill percentage for each area's gas deliveries.  I cannot seem to find a solution to this anywhere.  I would appreciate any guidance on this.  Data table is below.  Please let me know if there is additional information needed.  Thank you!!

 

1.  Show average %Filled broken down by AREA in a time period.
2.  Be able to show all of the TOTAL % FILLS that are below the Target of 60%.  Again, broken down by area.

Sorry for the delay in response.  Below is a sample of the data.  What I am looking to do in visuals is 
1.  Show average percent fill amount per area in a time period determined by a slicer.
2.  Be able to show all of the Total % fills that are below the Target %.  Broken down by area.
