Month End Amount And previous month

I have the following data which contains the target value for each months' end.

And my requirement is when I select a date, for example, 12/12/2018 I want to get the value of months' end only in 2018 and the current date in last row. If the month in the row column less than month end of the respective monthe the amount should multiply by (working days/total days in a month).
