Matrix Table row and column value comparison along with measure

Please find below screen shot of scenario.

in row we have submission Month and column we have demand month, we have Keyfigure row as well where we have actual and rest of keyfigures for supply chain submissions.

Requirement is from APS ESF WD9 202402 keyfigure, for demand month 202401 we should have actual values 51564 and feb onwards we should have Submissions.
