I have two data sets. One came from a masterlist of employees per Client and one from manually created data of FTE per Client. Please help me to add a measure or column to view percentage of Number of FTE against Active Employees.

@RickPaliza well if client is not unique and have more than one record, do you want to add up numbers from multiple rows of a client.
Share sample data in excel format to further understand the requirement.
