it is obvious that there is a filter coming from somewhere that is filtering only the row that contains the value 13. Check other visuals, slicers and the filter panel. Also make sure that the code is just a simple SUM with no filters or conditions

If you just want to display the sum of the column in a Card, just drag the column into the field. Did it not work? Or there are other slicers or filters filtering the data?
You can also hover on the funnel on the top right of the Card to see if there is any filter affecting the visual
