Include all visual and page level filters in DAX Measure

I am unable to include Page level filters in the DAX Measure that calculates cumulative total for each year.

Measure 1:

APP_COUNT = DISTINCTCOUNT('Table'[APP_ID])

Measure 2:

CUM_COUNT = CALCULATE (

    [APP_COUNT],

    FILTER(

        ALLSELECTED('Table'),

        YEAR('Table'[Recvd_Date(New)]) = MAX('Table'[Recvd Year])

        && 'Table'[Recvd_Date(New)] <= MAX( ('Table'[Recvd_Date(New)])

        )

)

)

There are several page level filters but the Measure 2 is not including the page level filters.

However Measure 1 includes the page level filters.

Measure 2 is a cumulative count of Measure 1.

Jan 2023, Jan2023+Feb2023, Jan2023+Feb2023+March2023 etc.

Measure 2 numbers are correct as it is, but does not include any page level filters in the calculation.

If I remove all page level filters, the numbers match perfectly between Measure 1 and 2.

How can I make sure all slicers and page level filters are included in Measure 2 calculation?

I think your measure is right there is minor mistake in measure 2 you have not written (New) in filter condition.
So, it will confuse during the condition checking.

If above will giving the error then try this:

CUM_COUNT = CALCULATE ([APP_COUNT],

                                     FILTER(ALLSELECTED('Table'), 'Table'[Recvd_Date(New)] <= MAX( ('Table'[Recvd_Date(New)])

                                                  )

                                   )

)
