If Slicer Selected year, show selected year, if not show last year.

You need to use SELECTEDVALUE to find that.

 

SELECTEDVALUE([Column you added to Slicer], Year(Today())-1)

Or use the PREVIOUSYEAR rather than Year(Today())-1.
