I want to aggregate the columns before the selected year

I want to select a year and compare it with the Date in the last_action_date in the yozai column and sum the number of columns before the selected year.
However, for some reason, this formula displays that there is no data.
Why is this?

wtf_前年度繰越 = COUNTX(FILTER(ALLSELECTED(yozai),yozai[last_action_date] < [selectDate]), yozai[result_div])

Try by replacing ALLSELECTED By ALL
