How to write a DAX using ISBLANK()

I created a column that has to return a score of 0.1 for claims=blank and 0 for any claims present

 

Claim_score = IF(ISBLANK(COUNT(Claims[SCAC]))==TRUE,0.1,0)
 
The above works if claims are present and don't give the value 0.1 when there are no claims.

Can you please share a small sample table? There doesn't seem to be much to work with here.

I created a column "Claim_score", which basically is "0" when there is a claim (when the "scac" is present in the table), when the "scac" is blank (not present in table) , then i have to assign a claim score is 0.1. Hope this makes sense

I created some dummy data based on your table and your measure as constructed in your original post works for me. Maybe you can instead provide a sample pbix file so I can investigate further?
