How to visualize success percentages based on specific criteria

I want to visualize the percentage of specific criteria that have been met based on a list of 26 options. The person that is inputting the data can select multiple options, but also has an option that says "all criteria have been met". How do I configure my gauge so that the percent of criteria has been met, but if "all criteria have been met" is selected then it automatically moves to 100%?

According to your description, here are my steps you can follow as a solution.

(1) This is my test data.

(2) We can create a table and a measure. 

Table 2 = 
UNION(VALUES('Table'[type]),{"all criteria have been met"})
Measure = IF(SELECTEDVALUE('Table 2'[type])="all criteria have been met",1,CALCULATE(SUM('Table'[percentage]),FILTER(ALL('Table'),'Table'[type] in VALUES('Table 2'[type]))))

(3) Then the result is as follows.

If the above one can't help you get the desired result, please provide some sample data in your tables (exclude sensitive data) with Text format and your expected result with backend logic and special examples. It is better if you can share a simplified pbix file. Thank you.
