How to use a SUMX measure in the context of the slicer filter

Hi,

I am using a SUMX measure to calculate the effective bill rate of a dataset:

Eff bill rate = CALCULATE(SUMX('Client hours','Client hours'[Input]*'Client hours'[Bill Rate]))/SUM('Client hours'[Input])

The dataset contains data for several employees over 4 months. I would like the effective bill rate to be calculated for the selected employee and for the selected period. However the effective bill rate always returns the same amount and does not change with the slicer filters. How can i fix this? Do I need to instead calculate this in power query? I am not sure how I can attach a sample of the file...
