I'm looking for a way to hide the first change and have it be dynamic based on my property filter selection. Filter is not shown for security. I'm okay if it says "N/A" or something like that also.

As per my understanding, You can solve this with a small tweak to your YoY% measure so that it only shows a value when there is a last year to compare and otherwise returns blank or N/A.
I tried to put your solution in the attached pbix file, please check and let me know if you have questions further.
