How to get card right with count not working properly

Hej PBix`s people, struggling with creating a measure for a card.

Have 4 shifts working (2 work same day) they need to fill in answers for questions in particular questionaires.

What i want to calculate is sum of shifts working on particalr day/month/year and from this i will be able to calculate measure for a card what % of questions they answered vs the total questionaire.
