How to filter data set using another data set column using DAX

Hello All,

Here is my .pbix sample file:-

I need to filter matrix visual by rows by selecting borr_nm slicer. How can I do it?
Column filter is working perfectly with the other "Data/Year" slicer.

Any help would be really helpful. Basically I'm trying to apply 2 filters (2 hierartical slicers), I'm able to apply only 1 at a time?
