How to count and give credit to each department within the same cell

I'm tracking tasks that I receive for a number of departments each month. I provide the total number of tasks (along with othe task details) back to the each director based on how many they received in that month. Sometimes, the task is for all departments.  I'm having trouble writing the formula to count each department in a cell when there's multiple departments. For example, if the task goes to department A, B, C, D, and department E, I want to be able to give each department credit for that task. Right now its being counted as a single count for whichever departments I put in the cell. No matter how many names, it's still counting it as 1.  It's treating those names as a new department instead of giving each department within that cell credit for the task. My goal is to see if its possible to be able to give each department credit for tasks that are assigned to mulitple departments within that task

I created sample file. The only column I need assistance with is column M. I also include a snapshot of what it's showing when I create a visual for the assigned departments. If I list multiple departments/divisions in the same cell, it does not give each department credit. For example, on the snapshot there are 4-5 departments, my goal is to give each one credit.
