It is not clear whether this is a source data table with columns or a table visual with measures. However, I assume this is a source data table and you wish to create a calculated column. Then:
Max Value =
MAXX (
FILTER ( TableName, TableName[Column E] <= EARLIER ( TableName[Column E] ) ),
TableName[Column F]
)
