I would like to summarize the cost when the type =a or c or E so the final value in this case 137

Well, if your underlying data table looks like what you posted, then this should work:

Measure = 
  SUMX(FILTER('Table',[Type] = "A" || [Type] = "C" || [Type] = "E"),[Cost])
