I am getting the error in Dax studio while executing the Measure? The same works in PBI cloud Measue.

In a DAX query, the query keyword "EVALUATE" must be declared first, and the DAX query must return the table at the end.
Therefore, you can rewrite your query like the following:
EVALUATE
{
CALCULATE(
DISTINCTCOUNT(data[user]),
FILTER(
data,
(data[type] = 4 || data[type] = 6) && data[appid] > 0
)
)
}
Where "{}" acts as a table constructor syntax that can be used to create a table.
