Facing a problem with measure starting with if statement

Hi community. 

I have data like below. I am trying to create a measure starting with if and reference is text column. ( version = Actuals, forecast, budget). DAX is not allowing me to use the if.

I want to create measure for HC when version is actuals it should be SUM (HC), otherwise Sum(HC)-Sum(hires) for that period. I have data like this for 1 year duration.

Period	Type	HC	New hires	Version
1	AB	1	1	Actuals
1	AD	1	1	forecast
1	AE	1	0	budget

What do you mean by "DAX is not allowing me to use the if"? Can you share a screenshot?
