I have below data set
Activity | Fiscal Year | Reporting Amount | Variance |
Activity A | FY20 | 234 | 202 |
FY19 | 32 | ||
Activity B | FY20 | 290 | 267 |
FY19 | 23 |
The value in variance column is differnece between reporting amount of fy20 and fy 19 of each activity. How to populate the column variance in power bi ? what Function can be used ?

I would use Fill Down in your Activity column in Power Query. Then you could do something like:
FILTER('Table',[Fiscal Year]<EARLIER([Fiscal Year]),[Activity]=EARLIER([Activity])
You likely need an Index column in there as well
