Dax formula for two fact table

Hello, hoping to get some help please.

I am trying to write formulas for 2 fact tables. Here is how I connected the model: 

Since they are not linked I used a crossfilter formula, but its not working: 

I also tried a User Relationship Formula, but that does not connect to the right year for some reason.

User Relationship =

            CALCULATE(

                SUM(Budget[Budget Activities]),

                USERELATIONSHIP(Budget[Budget Grouping],'Global - Raw Data'[Budget Grouping]))

Can anyone please help me?

Better to have a 'Budget Grouping' dim table tha filters both table using one to many relationships.

It needs to be monthly, would I still be able to do that? If so how, please?
