Dax Measure to sum time between start and end columns based on specific parameters

Hi Power BI Community,

I need to be able to show Downtime between two time slots and summarize it in 1 hour increments. I have a formula that works besides to major issues: current day downtime is unable to be show and records with a start time from a previous hour are not included in summation (so if a record start at 10pm and ends at 2am, I am not getting the hour of downtime between 11PM and 12AM to be included in the summation). Please see screenshots below for how I built my measure and the output I am seeing
