Please create a new column:

Column = CALCULATE(MAX('Table'[Total Videos]),FILTER('Table','Table'[Week] = EARLIER('Table'[Week])))

You can create the below column with the DAX:

Max Videos = CALCULATE(MAX('Table'[Total Videos]),GROUPBY('Table','Table'[Total Videos]),'Table'[ID])
