I was wondering if there was a way for me to have the following date filter and have it filter data to show all the data before and including the date selected?

Yes:
You can choose Date Slicer and choose "Before" as relative Date. When you drag your date filed into the slicer you will notice a little carot symbol intop right corner of visual. From this dropdown you can choose relative dates.

In your slicer, the date is put together with "today" and "yesterday", which means that the date is also in text format. If you want to write dax to implement that may not be as convenient as @Whitewater100 .
I think @Whitewater100 's workaroud is good, you can try it.
