DISTINCCOUNT has maxiumum count

Hi, I have the following DAX code to pull a very specific group of clients from my database. I’m having a issue where it’s pulling duplicate clients now. For example if they match all three parameters they will show up as duplicates scewing my client counts. I’m curious if I’m missing a simple solution to this with the UI or if I can use DISTINCTCOUNT to only allow 1 client to show even if they match multiple parameters in the DAX. It's also strange that this used to work but now duplicates.

Client Count (Filtered) = CALCULATE(DISTINCTCOUNT([Client Count],'Case'[ProgramCode] IN {"DRPIN"},'Case Survey'[SurveyCode]="HIHV",'Case Survey'[QuestionCode] IN {"HTS"},'Case Survey'[AlphaAnswer]="YES")) + CALCULATE([Client Count],'Case'[ProgramCode] IN {"NPATH", "HIH"})

1. Sample data as text, use the table tool in the editing bar
2. Expected output from sample data
3. Explanation in words of how to get from 1. to 2.
