DAX command to sum value column when there is only value in other column

I have two columns in my table. CYW - Current Year Weekly value and PYW - Previous Year Weekly value. I want a dax command to sum up CYW when there is only value in respective week in PYW. 

Eg: Year 1 has sales starting from 14th week. Year 2 has all 53 weeks. Now I want to sum up values in year 2 only from 14th week. Kindly suggest a DAX command for this. something like, If pyw sale is blank then blank else sum cyw
