DAX Formula that displays dynamic format without converting to text?

I'm looking for a solution to create a dynamic measure similar to what Kasper De Jonge blogged about here:

The only difference is I am hoping to find a solution that will not convert the format to a string, thus allowing the ability to use this dynamic measure in filters, charts, etc.  Has anyone been able to accomplish this?

Now PBI has native dynamic format for measures.

Don't forget use '''' if necessary!
