Count a single percentage value in a column

This seems like it should be easy but I'm stumped. All I want to do is count the number of times the Completion rate column has the 0.0% value in it.

Hi @Anonymous 

 

You will need to crate a measure 

Measure = CALCULATE(COUNT(Table[Completion rate], KEEPFILTERS([Completion rate] = 0)
