Conditional formatting

Guys, I'm trying to apply conditional formatting to the text of a card:

- if the value is less than 60 then it turns red

- if the value is greater than 60 then it turns green

However, the card is only red in color. In case it is above 60%, then it should turn green

65.99% is 0.6599, so try to input 0.6?
