Color change do not apply on setting

I have a column that display a mesure % using divide function, I have tried to apply on settings the mesure to change the font color.

 I have selected the fields:

But the table has a bug and do not apply the change.

I have tried also to apply this mesure 

Format cond derive budgetaire = IF(
    [Dérive Budgétaire en %] > 10, "#e66c37","#000000"), even like this using field value doesn´t work.

This is conditional formatting and it looks like a common mistake is being made.

Using 'percent' is not related to the data type of the field involved.

There's specific advice here : https://learn.microsoft.com/en-us/power-bi/create-reports/desktop-conditional-table-formatting#color... 

Just to bring more information, even though I apply the percentage as 0,20 and 1 ( 20%/100%) the color rules do not apply on whole the table, second the data type of the measure is percentage.
