This dax should do what you are looking for:

IF EOMONTH calculation =

IF(TODAY()<>EOMONTH(TODAY(),0),

CALCULATE(sum('RT12'[Value]),DATESYTD(DATEADD('Calendar'[Date],-1,MONTH))),

CALCULATE(sum('RT12'[Value]),DATESYTD('Calendar'[Date])))
