Calculate Distinct Values in a Column then Filter by another column with blanks

Hi. Seeking your help regarding how to calculate my date. I want to calculate the unique departments that have no value in FTE.
Below is my sample data.  My desired result is 2 because there are two departments that have no given value in Est FTE column.

How to do this in DAX? Thank you in advance for your help.

How can I calculate the number of departments with no FTE value but also check that no projects have no FTE value?

So my desired  result is 1 because Department 3 has no value in Project A and Project B.

There's no only 1 department that has no FTE value for all of the projects. Basically, I want to check how many departments that has no FTE value across all projects.
