Base of measure changing

Hi !
I want my base across cells to be same like this but when I am trying to sort the category column with a index i am getting a circular dependency.
The measure I have used =

02_Increment Growth Driver table Base = CALCULATE([08_Increment],ALL('New Category Sort Table'[ctgry_nm]),ALL(Country[ctry_nm]))

So, I made another Category table and brought the category and the numbers are coming correct

but when I am sorting the new table with a Index column my numbers are changing column wise !

My data Model:-

First (Pic) Category comes from this category Net Dimension Table
Sencond and Third (Pic) Category comes from category Net table.
In rows I have Country that also comes from a dimension table.

Kindly guide me what to do.
