Average across all rows and columns in a matrix for each subset in a hierarchy

I need to calculate the average for both the values listed under target and under walmart.

The average result between the 2 would show on a hover over tooltip when hovering over either cell in that heirarchy subset.

How would this get constructed in dax. 

Have tried both with utilizing iterator function with all selected as table parameter with a various combination of all(), allexcept() & allselected filter parameters within a calculate statement. None are getting me to the correct average.

Measure = CALCULATE([Average Selling Price], REMOVEFILTER('Table'[Item]))

2. Expected output from sample data
3. Explanation in words of how to get from 1. to 2.
