Hi,
If would like to add a visual alert (just text in red for example) when the "last refresh date" (which is a measure) is before current date minus one. This so everyone directly sees the report is not last refreshed the previous night. Can I do this with a simple measure?

Please see this video for several examples of data quality checks following a dataset refresh. But you can compare the max date in your fact table (or refresh date) with a measure like this (the ALL is used to avoid any filters from slicers on your page).
Days Since Refresh = CALCULATE(MAX(Table[TransactionDate]), ALL()) - TODAY()
