AVERAGE within each Category

Each project has stages, and each stage has tasks. Each task has a task completion %.
I'm currently using a normal Average Formula - 

Stage/Task/Phase Completed % = AVERAGE('FACTS_Projects/Stage/Task'[Task Complete %])
and I get the values below (this is the task level)

so, when I look at the value at the stage level, I expect to get for each stage (60+20) / 2 tasks = 40%

But instead I get 5%

What am I doing wrong?

Use the below measure:

Stage/Task/Phase Completed % =
CALCULATE (
    AVERAGE ( Table[Task Complete %] ),
    FILTER ( ALLSELECTED ( Table ), Table[stage name] = MAX ( Table[stage name] ) )
)
