conditional formatting with matrix labels

How a change the color in the line labels with dax conditions?

Select the matrix table.
In the Visualization pane for this matrix visual, where we feed the columns and measures to the visual, right click on the SRNO column and then a popup will appear, where you need to press Conditional Formatting. Different options will be visible like DataBars, Background color and others.

Select any one of the following and then write down the criteria to perform Conditional Formatting.
