how can I visualize this table so the categories will be ( high - low - medium )

A Radar Chart requires numerical values in all categories, ideally in the same order of magnitude.

 

Your data is alphanumeric, and thus not suitable. Map your text strings to numbers ( for example Low =1 , Medium = 2, High = 3)  or use a different visual.
