I have a table as above and I put it in visualization Martrix sliced by the “Driver” as shown.

How can I add a Measure that will form another column to increase the number of goods less than two by 4 in each location?
Example B will be 2+4 in locations AK and TX when filtered by TOM

Measure = if(sum([Qty])<2,[Qty]+4,[Qty])
