I'd like to make a custom hierarchy slicer like the native visual, but i dont know how to make search windows overcome its viewport, like this print screen.
Is it possible?

No - this is a current limitation of the custom visual sandbox. It has been on the list of requests for a very long time (years).
You can only overflow standard form elements like <select/>, e.g.:
However, these are limited in terms of how you can customise them and are typically browser-dependent. You can improve the look and feel of these a little bit with CSS but currently your only option is to use these if you want the container to be as compact as possible.
If you're using stylised versions from UI libraries for example (e.g. Fluent UI), these will re-create controls using other web elements and these are not allowed to overflow the container.
