How to send an Alert if I have a row Level KPI Indicator?

What if I have a KPI with row-level targets (Example: Red, Yellow, Green for SKU Quantity greater than some criteria for each SKU) and I want to send an alert for Red SKUs only? Or an alert email whenever a new SKU encounter in the "Red" category.
