How to add watermark in Power BI according to the login user name

Hi, Everyone. I have a particularly tricky requirement that add watermark according to login user name to keep data safety.

IIt looks something like this. 

Some of the research has already been done:

1. Get login name by built-in function USERNAME()   ;

2. Show words by visual component "HTML Content" or "HTML viewer";

There is still one problem that cannot be solved：

The watermark need to be put above all of other components ,but can not block the operations of other components. ( In html it's easy to implement to set style pointer-events:none.)

Not currently possible. Can only work if behind all other visuals.
